Why Horizon West Is Different

A Community Still Being Built, Village by Village

Horizon West was conceived as a village based new town and it has been under continuous construction for roughly two decades. That single fact explains most rodent calls here, and it splits into two mechanisms.

New builds are not sealed builds. Soffit and fascia are fitted to structures that are still settling, so a panel that seated perfectly at handover has a gap eighteen months later. Mechanical penetrations get sealed with foam by whichever trade made the hole, on a schedule under pressure. Temporary construction openings are somebody’s last job and a proportion simply do not get closed. A three year old Horizon West house can carry more entry points than a forty year old one in Winter Park.

Clearing is the other half and it is relentless here. Every new village and phase breaking ground displaces whatever was living on that parcel within days, and those animals move to the nearest shelter, which is the finished street next door. On a development this size and this continuous, most addresses have another phase coming within earshot sooner or later.

Because villages are built to repeating plan types, the same failure recurs across a run of houses. That makes inspection faster once the plan is known, and it means infestations cluster along streets rather than staying in one property. Where several neighbours on the same plan coordinate, results hold noticeably better.

Some of this is arguably builder warranty rather than homeowner maintenance, particularly incomplete penetration sealing and unclosed temporary openings. A photographed survey turns that from an argument into a claim.

What you will notice first in a Horizon West home

  • Running or scratching directly overhead, most often between dusk and about two in the morning, following the same route night after night because rats use established runways.
  • Gnawing, slower and harder than running, usually meaning they are working on something structural or on wiring.
  • Droppings in the attic, garage, on top of ductwork or along baseboards. Roof rat droppings are black, banana shaped and a quarter to half an inch long.

Incomplete penetration sealing and unclosed temporary construction openings are arguably construction defects rather than homeowner maintenance. Get the documentation first, then decide who should be paying for the fix.

The Season Here

When Horizon West Rodent Calls Spike

  • September through March, fruit season. Where former citrus remains on the fringes, ripening draws colonies toward structures alongside the construction pressure.
  • June through November, hurricane season. Central Florida takes inland wind and rain rather than surge. Hurricane Ian caused significant inland flooding across Orange County in 2022 and Hurricane Milton crossed the state in 2024. Flooded retained wetland and drainage burrows push whole populations toward dry structures at once.
  • Summer heat and drought. Heat dries outdoor water sources and afternoon flooding disrupts ground nests, both pushing rodents indoors in July. UF/IFAS confirms May through November is prime time for both storm activity and pest pressure in Florida, and that flooding displaces vertebrate pests into structures.
  • Phase clearing, year round. Not a weather season but the dominant one here. Each new village breaking ground produces a displacement wave into the nearest finished streets.

On the 2026 season: NOAA has maintained a below normal outlook, and as of early August the Atlantic season had produced two named tropical storms, Arthur and Bertha, with no hurricanes. Colorado State University’s August outlook called for nine named storms, four hurricanes and one major. Good news for Orange County, and it means this year’s pressure is seasonal rather than storm driven, which makes now a sensible window to get a house sealed.

The Work

What a Horizon West Rodent Job Actually Involves

Exclusion prices by openings, not by rats. A newer village home with three to five entry points typically runs $500 to $800 in sealing. Where more openings are present, or where the property backs onto retained wetland warranting a more thorough specification, it can run higher. Where several neighbours on the same plan type coordinate, the survey is faster because the failure points are already known.

Your insurance almost certainly does not cover it

Insurers classify rodent infestation as gradual and preventable rather than sudden and accidental, so rodent damage is excluded under most standard Florida policies, with many excluding infestation, nesting and waste discharge by name. Secondary damage is the exception: if rodents chew wiring and cause a fire, the fire damage may be covered while removal and the chewed wiring are not. Coverage varies by carrier, so read your own policy.

The part that catches homeowners out is the 4 point inspection. Most Florida insurers require one to bind or renew on an older home. It covers roof, electrical, plumbing and HVAC, and the electrical review includes visible wiring in accessible areas, which includes the attic. Rodent chewed attic wiring found in a 4 point can jeopardise a renewal, in a market where Orange County coverage is already expensive and hard to hold.
