Our Commitment

Many people arrive here stressed, often late at night, sometimes on an old phone with a slow connection. Accessibility is not a compliance exercise for a site like this. If somebody cannot read what we have written about whether their situation is urgent, the page has failed at its actual job.

We aim to meet the Web Content Accessibility Guidelines (WCAG) 2.1 at Level AA. We are not claiming full conformance, and the section below sets out where we know we fall short.

What We Have Done

• Semantic structure. Every page uses one H1 followed by a logical heading hierarchy, so screen reader users can navigate by heading rather than reading linearly.
• Keyboard navigation. All links, buttons, navigation menus and expandable FAQ sections can be reached and operated with a keyboard alone.
• Native expandable elements. FAQ sections use the browser’s built in details and summary elements, which are announced correctly by assistive technology without custom scripting.
• Colour contrast. Body text, headings and interactive elements are set against backgrounds chosen to meet AA contrast ratios. Colour is never the only way information is conveyed.
• Text sizing and zoom. Content reflows without loss of information or horizontal scrolling when zoomed to 200 percent, and the site does not disable pinch zoom on mobile.
• Descriptive link text. Links describe their destination rather than saying “click here”, so they make sense when read out of context in a screen reader link list.
• Plain language. We define technical terms in context and avoid jargon where a plain word will do.
• Responsive layout. The site works from small phone screens upward without requiring horizontal scrolling.

Known Limitations

Being honest about what is outstanding is more useful than claiming full conformance.

• Third party components. The cookie consent notice and analytics are supplied by third parties and we do not fully control their markup or keyboard behaviour.
• Long service area lists. Our hub pages list all 178 communities, which is a lot of links to move through with a screen reader. Region grouping and headings help, and heading navigation is the fastest route through them.
• PDF and third party documents. Any external documents we link to, including regulatory material on government sites, are outside our control and may not be fully accessible.

If any part of this site prevents you from finding what you need, tell us and we will fix it or give you the information another way.

We will respond within five business days. If the fix will take longer, we will tell you that and give you the information you needed by phone or email in the meantime. Everything on this site is also available by calling us and speaking to a person.

Ongoing Work

We review accessibility when we make significant changes to the site and act on the issues people report to us. This statement was last reviewed on 7 September 2026.
